About Governmental Accounting

Governmental accounting follows GASB standards rather than FASB, and uses a fund-based model fundamentally different from for-profit accounting. Funds segregate resources according to purpose and the restrictions placed on them by law or donor intent.

Governmental funds use modified accrual accounting and focus on current financial resources. The government-wide financial statements use full accrual and the economic resources measurement focus. This dual reporting framework — reconciling between the two perspectives — is one of the most challenging concepts for students from private-sector backgrounds.
